Lieutenant Colonel Osborn is a native of Walnut Creek, California. He graduated from the California Maritime Academy with a Bachelor of Science and was commissioned a Second Lieutenant in 2006. Upon completion of The Basic School, he reported to Flight School in Pensacola, Florida, and was designated a Naval Aviator in February 2009.

In March 2009, First Lieutenant Osborn reported to Marine Light Attack Helicopter Training Squadron 303 (HMLA/T-303) for initial training in the AH-1W. He received follow-on orders to Marine Light Attack Helicopter Squadron 267 (HMLA-267) “Stingers” in September 2009. First Lieutenant Osborn then deployed in January 2010 on the 31st Marine Expeditionary Unit (MEU) with Marine Medium Helicopter Squadron 265 (HMM-265) Reinforced (REIN) as the S-5. After completing the MEU, First Lieutenant Osborn was appointed the HMLA-267 Legal Officer. In May 2011, Captain Osborn deployed to Afghanistan with HMLA-267 at Camp Bastion, Helmand Province. Over the course of the deployment in support of Operation ENDURING FREEDOM 11.1 and 11.2, Captain Osborn flew over 325 combat hours. Upon returning to Camp Pendleton following the deployment, Captain Osborn attended Weapons and Tactics Instructor Course (WTI) 2-12. Captain Osborn subsequently transitioned to the AH-1Z Cobra in 2012 serving as the Airframes Officer-in-Charge (OIC) and then the Squadron Standardization Officer.

After five years in HMLA-267, Captain Osborn reported to Marine Corps University for Expeditionary Warfare School (EWS) in Quantico, Virginia in July 2014. Captain Osborn completed resident EWS in May 2015 as a distinguished graduate and was assigned to the President’s Honor Roll.

Following EWS in June 2015, Captain Osborn reported to 1st Air Naval Gunfire Liaison Company (ANGLICO) and was assigned to SALT Delta as their Air Officer and OIC. Captain Osborn led SALT Delta on numerous exercises working with/supporting joint and allied partners. Captain Osborn was promoted to Major in September 2016 and subsequently attached with his SALT to the 15th MEU. While deployed, Major Osborn and his teams attached to Combined Joint Special Operations Task Force Iraq (CJSOTF-I) where he served as an Air Officer and Forward Air Controller supplementing both Special Operations Task Force North and West (SOTF-N/W).

Following his deployment with the 15th MEU, Major Osborn received orders to Marine Aircraft Group 39 (MAG-39) where he served as the Future Operations Officer. After completing a tour at MAG, Major Osborn was assigned to HMLA-469 “Vengeance” in February 2019. While at Vengeance, Major Osborn first served as the Director of the Department of Safety and Standardization (DoSS) then assumed the position of squadron Operations Officer.

In June of 2020, Major Osborn reported to Marine Corps University for resident Command and Staff College (C&S) in Quantico, Virginia. Major Osborn completed Command and Staff as a Distinguished Graduate with a Masters in Military Studies.

After completing C&S, Major Osborn reported to the Combat Development Directorate (CDD) where he served as the Aviation Weapons Requirements and Assault Support Capabilities Integration Officer. While at HQMC CDD, Major Osborn worked closely with the Joint Services, Naval Air Systems Command, industry partners, and other government agencies to codify requirements and acquire new aviation munitions and aircraft systems. During this tour, he was promoted to Lieutenant Colonel and selected for command of MAG-41 Det A.

Lieutenant Colonel Osborn’s personal awards include the Bronze Star, Meritorious Service Medal, Air Medal with strike/flight numeral “6”, the Navy and Marine Corps Commendation Medal with gold star, and the Navy and Marine Corps Achievement Medal with gold star.
