REDUCED RETIREMENT AGE FOR RESERVISTS

The change in retirement age came as a result of the National Defense Authorization Act (NDAA) for FY-08. It is reflected in DoDInst 1215.07. Specifically found in para 6.5.1.

The broken down eligibility requirements are as follows:

  • The NDAA FY-08 authorizes the reduction of eligibility age for retired pay to be reduced below 60 years of age by three months for each aggregate of 90 days the member serves on active duty in any fiscal year after 28 January 2008.
  • Service on active duty must be performed pursuant to a call or order to active duty under a provision of law referred to in section 101(a)(13)(B) or under section 12301(d) of 10 U.S. Code.
  • For every 90 days on active duty (ANY type of active duty OTHER than active duty for training), take 3 months off your 60th birthday.
  • Days need not be consecutive, but must be in the same FY
  • Only for active duty served after 28 Jan 2008
  • Time spent on the Active Reserve (AR) Program does not count
  • Annual Training (AT) does not count
  • Cannot be paid before age 50
  • Eligible for Retirement Pay prior to age 60, but will not receive TRICARE benefits until age 60

As administrators, we use what's known as the D600 screen in MCTFS to determine all periods of active duty (in excess of 30 consecutive days). For periods of ADOS that are for less than 30 consecutive days, a copy of the MROWS Orders would be required IOT substantiate the period of duty served.

If there are specific questions surrounding a Marine's particular service and how it may affect their retirement age, the POC for re-computing the retirement age for reserve retirees is CMC (MMSR-5) at (703) 784-9306.

SBP Counseling

DD Form 2656 (Retired Pay Data Form) Instructions for Mairines soon to be retired

Currently, the Marine Corps has the highest rate of retirees who does not have a DD Form 2656, Retired Pay Data Form on record.  Please pass to your responsible Separation's office or personnel responsible for conducting the SBP counseling to retired Marines, to ensure this is completed and the DD Form is forwarded to DFAS no later than 30 days prior to the Marine's retirement date.  The counseling should be conducted on all retirees, to include those Marines being transferred to the Temporary Disability Retired List or the Permanent Disability Retired List.

We are now including a comment in the unit diary history statement for medically retired Marines.  Also ensure that this is completed prior to sending a Marine home awaiting orders, if they are medically retiring.

Update to the Separations Payment Process

ALCON, it is requested that this email be passed down to the lowest ranking members within your administrative commands.  The Marine Corps is implementing a change in payroll procedures by eliminating the daily payrolls that the Finance and Disbursing Offices conduct and replacing them with unit diary transaction.  The previous payroll processing had a price tag attached to it whereas the new process of a unit diary entry is cost free.  This process is being mandated by HQMC RFF (Finance) and is also being implemented within MCTFS.  As such, this email is for informational purposes only.

IMPACT ON COMMANDS

The only impact this will have on commands is the receipt of a separating active duty member's final pay and allowances.  An active duty member is defined as any Marine, active or reserve, who is being separated after serving on active duty for more than 30 days. 

OLD PROCESS

When the Finance Office receives all appropriate documents in a timely manner, members being separated under the payroll process had their payments processed two days prior to their effective date of separation.  This resulted in member's receiving their final pay and allowances on their date of separation.

NEW PROCESS

When the Finance Office receives all appropriate documents in a timely manner, members being separated under the new unit diary process will have their payments processed on their effective date of separation.  This will result in member's receiving their final pay and allowances 1-2 days after their date of separation.

IMPLEMENTATION DATE:  The MarForRes Finance Office will begin processing separation payments under the unit diary method on 15 Jan 2011.
