Lieutenant Colonel James E. Graham III
Inspector-Instructor
Third Civil Affairs Group

James Graham is a native of Richmond, Virginia. He was commissioned as a Second Lieutenant in December 2003 after graduating with
a Bachelor of Science in Physical Science from Radford University.


Following The Basic School and the Infantry Officer Course, he was assigned to 3d Battalion, 4th Marine Regiment in September 2004. During this tour, LtCol Graham served as a Rifle Platoon Commander, Headquarters & Service Company Executive Officer, Scout Sniper Platoon Commander, and Headquarters & Service Company Commander. He participated in various exercises and deployed twice in support of Operation IRAQI FREEDOM (OIF).


In August 2007, LtCol Graham transitioned out of the Active Component and into the Reserves. In 2009 LtCol Graham joined Bravo Company, 4th Light Armored Reconnaissance Battalion and deployed once to Afghanistan in support of Operation ENDURING FREEDOM (OEF) as an LAR Platoon Commander. Upon redeployment, LtCol Graham served as Bravo Company’s Executive Officer and Alpha Company, 1st Battalion, 24th Marine Regiment’s Company Commander until being accessed into the Active Reserve Program in August 2012.


LtCol Graham’s first Active Reserve assignment was Action Officer, Officer Promotion Section, Promotion Branch. In June 2014, LtCol
Graham assumed the responsibilities as Inspector-Instructor, Headquarters Company, 25th Marine Regiment. After completing his tour with 25th Marines, LtCol Graham was ordered to 4th Marine Division, Marine Forces Reserve from June 2017 through January 2020. While assigned to the Division Staff, LtCol Graham first served as the Deputy Inspector General and later as the Current Operations Officer, G-3/5.


In February 2020, LtCol Graham transferred to the Naval War College, in Newport, RI. There he attended Top-Level School and earned a Master of Arts in National Security and Strategic Studies. In October 2020, LtCol Graham was selected as the Inspector-Instructor, 3d Civil Affairs Group, Force Headquarters Group. LtCol Graham’s personal decorations include the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal with Combat Distinguishing Device and two Gold Stars in lieu of third award, and two Combat Action Ribbons.
