Captain Foran assumed command of Rocket Battery D, 2d Battalion, 14th Marine Regiment on 16 July 2016.
He graduated from Princeton University in 2008 accepted a commission as a Second Lieutenant in August 2009. Upon completion of The Basic School and Logistics Officers Course, he reported to HQ Battery, 2d Battalion, 14th Marines, 4th Marine Division, Grand Prairie, Texas. He worked for a year on Active Duty for Operational Support orders as the 4A, Embark, and Maintenance Management Officer. During this period, he supported the battalion’s annual training exercise, Operation White Sands, aboard Fort Bliss, NM and the mobilization of Rocket Battery K in support of Operation Enduring Freedom.
Promoted to First Lieutenant in August 2011, he then reported to Fort Sill, Oklahoma to attend the Field Artillery Officer’s Basic course. Upon graduation, he reported to Oscar Battery 5th Battalion, 14th Marines, 4th Marine Division and deployed with Oscar Battery as part of the Unit Deployment Program (UDP) to Okinawa, Japan. As part of this UDP, Oscar Battery was attached to 3rd Bn, 12th Marines, 3d Marine Division. During this time, he served as a platoon commander and assistant executive officer, participating in two artillery relocation shoots during the UDP.
In Dec 2012, he reported back to 2d Bn, 14th Marines, 4th Marine Division, and was assigned to Delta Battery based out of El Paso, TX. He began fulfilling the role platoon commander of 1st Platoon, Rocket Battery D, 2d Battalion, 14th Marine Regiment on 23 January 2013. Additionally, he was put on orders during this time and he served as I&I XO for several months. As goes in the SMCR world, over the next several years also fulfilled the roles of HQ platoon commander, Battery Fire Direction Officer, and Battery Executive Officer due fluctuations in personnel resulting from other officers temporary mobilizations. From these roles he was promoted to Battery Commander.
His personal decorations include Navy and Marine Corps Achievement Medal. He currently works as a petrophysicist for Shell.
