New Orleans -- WHAT: The official assumption of command ceremony for Lt. Gen. Richard P. Mills to Commander, Marine Forces Reserve and Marine Forces North.
WHO: Lt. Gen. Richard P. Mills, most recently the Deputy Commandant for Combat Development and Integration, Quantico, Va., which included oversight of the Marine Corps Warfighting Laboratory, the Capabilities Development Directorate (formerly the Expeditionary Force Development Center), Training and Education Command, and Marine Corps Base, Quantico.
Mills brings a wide range of experience to New Orleans, from force preparation and management to combat operations. At Quantico, Mills was responsible for developing fully integrated Marine Corps warfighting capabilities including doctrine, organization, training and education, materiel, leadership, personnel and facilities, to enable the Marine Corps to field combat-ready forces. Prior to that Mills served as the commanding general of I Marine Expeditionary Force (Forward) in Afghanistan from April 2010 to March 2011, leading about 20,000 Marines based primarily in Helmand and Nimroz provinces. In June 2010, he also assumed command of the newly-created ISAF Regional Command (Southwest) in Helmand Province, becoming the first Marine officer to command NATO forces in combat.
Additionally, from 2007 to 2009, then Brig. Gen. Mills served as Assistant Division Commander and Division Commander, 1st Marine Division and upon promotion to Maj. Gen, served as Commander, Ground Combat Element, Al Anbar Province, Iraq.
