Reserve Marines Earn Incentives for Recruiting Success

In a move to bolster our ranks, the Marine Corps is calling upon its Reserve Component (RC) Marines to actively participate in recruitment efforts through a series of incentives and recognition programs. MARADMIN 314/24 highlights several avenues through which Reserve Marines can earn valuable credits and rewards for their recruitment contributions, aligning with the Commandant’s Total Force support initiative.

Promotion Unlocked

Eligibility and Rewards:

Reserve Marines across the Active Reserve (AR), Selected Marine Corps Reserve (SMCR), Individual Mobilization Augmentee (IMA), and Individual Ready Reserve (IRR) are eligible for a range of incentives. These include meritorious promotions for successful referrals and bonus points contributing towards quicker advancement. Notably, LCpl's and Cpl's engaged in specific duties at Recruiting Stations are ineligible for certain rewards, emphasizing the importance of going beyond regular duties.

Practical Steps:
To participate, Marines can submit referrals through the Marines.com portal or directly via their local Recruiting Stations if online submission isn’t feasible. Referrals undergo screening to ensure accuracy and proper recording in the Marine Corps Recruiting Information Support System (MCRISS), crucial for tracking and crediting referral successes.

Recognition and Reporting:
Commanders are encouraged to recognize exceptional efforts with Letters of Appreciation, Meritorious Mast, or even Personal Military Decorations where warranted, underscoring the Marine Corps’ commitment to acknowledging exemplary service. Comprehensive reporting mechanisms, managed by the Reserve Affairs Division, ensure transparency and accountability in tracking referral successes.

ELIGIBILITY

 

Marines in the Ready Reserve are now eligible to receive reserve referral credits in support of recruiting and affiliation efforts benefiting both the Active Component (AC) and Reserve Component (RC) of the Marine Corps. According to MARADMIN 314/24 , these credits are available in accordance with the specified references.

The Ready Reserve includes the Active Reserve (AR), Selected Marine Corps Reserve (SMCR), Individual Mobilization Augmentee (IMA), and Individual Ready Reserve (IRR). This initiative aims to enhance the recruitment mission by recognizing the critical role of the Ready Reserve in bolstering Marine Corps strength and readiness.

MERITORIOUS PROMOTION

 

Promotion UnlockedIf you're a Private (Pvt) in the Reserve Component (RC), there's an exciting opportunity to boost your rank! By referring one applicant who successfully enlists or commissions in either the Active Component (AC) or RC, you can be promoted to Private First Class (PFC).

For PFCs, referring two successful applicants can earn you a promotion to Lance Corporal (LCpl). These promotions recognize your efforts outside your normal duties and reward you for supporting the recruiting mission.

However, if you're a Pvt or PFC assigned to a Recruiting Station (RS) through certain programs like PTAD, PRASP, or RRA, you won't be eligible for this referral-based promotion.

Promotions are effective from the second day of the month after the referrals are contracted. RS commanding officers will send a recognition letter to your gaining or parent command, who will then confirm your eligibility and process the promotion.

Details:

Promotion for Private (Pvt):
If a Pvt in the Reserve Component (RC) refers one person who successfully joins the Active Component (AC) or RC, they can be promoted to Private First Class (PFC), if they meet all other qualifications and are recommended.

Promotion for Private First Class (PFC):
If a PFC in the RC refers two people who successfully join the AC or RC, they can be promoted to Lance Corporal (LCpl), if they meet all other qualifications and are recommended.

Ineligible Marines:
Pvts and PFCs in specific recruiting support roles (PTAD, PRASP, RRA) are not eligible for these referral-based promotions.

Effective Dates:
Promotions and pay changes take effect on the second day of the month after the referrals are contracted.

Recognition Process:
RS commanding officers will send a letter of recognition to the Marine’s parent command.

Promotion Process:
RS commanding officers can promote Pvts to PFCs and PFCs to LCpls, but the parent command must first verify qualifications and authorize the promotion. The parent command must then update the Marine’s official records.

Exclusions:
Promotions to PFC earned while in the Delayed Entry Program do not count. Appointments to PFC upon graduating from recruit training are recorded separately.

Recruiting Promotion Points

 

The Marine Corps now offers 20 promotion points for every applicant you refer who successfully enlists, commissions into the Active Component (AC) or RC, or reenlists into the AC after a break in service.

However, LCpls and Cpls assigned to Recruiting Stations (RS) through PTAD, PRASP, or RRA are not eligible for these points. This program rewards those going above and beyond their regular duties.

These bonus points, capped at 100 per quarterly evaluation period, are added to your composite scores as detailed in paragraph 5f of the JEPES manual. They don’t carry over to the next rank, so make the most of each period!

RS commanding officers will send a letter of recognition to your parent command, ensuring your contributions are acknowledged.

For Sergeants and above, it’s recommended that these efforts be noted in fitness reports. Command recruiting comments included in fitness reports can significantly enhance your profile. RS commanding officers will forward letters of recognition, suggesting these comments be added.

ReCRUITING Credit

 

Ready Reserve Marines have exciting new opportunities to earn valuable credits through referrals, boosting their careers within the Marine Corps. By referring an applicant who enlists or commissions into the Active Component (AC) or Selected Reserve (SelRes), including units like AR, SMCR, and IMA, Marines can earn 10 non-paid Inactive Duty Training (IDT) points per successful referral. Throughout the year, Marines can accumulate up to 40 non-paid IDT points, emphasizing the value of their recruitment efforts.

Additionally, Marines can earn six (6) non-paid IDT points for each referral resulting in a Prior Service (PS) IRR Marine affiliating with a SMCR unit or serving in an IMA billet for over 90 days. After verification and authorization by their Recruiting Station (RS), points are credited 91 days post-join, contributing to a maximum of 36 non-paid IDT points per year through this program. Marines are responsible for ensuring these points are accurately recorded in their Career Retirement Credit Report (CRCR), enhancing their future benefits and career growth opportunities within the Marine Corps.

Details:

Recruiting Credit: You can earn 10 non-paid Inactive Duty Training (IDT) points for each referral resulting in the first enlistment of a Marine or newly contracted officer in either the Active Component (AC) or Selected Reserve (SelRes), which includes AR, SMCR, and IMA units.

Maximize Your Points: The maximum number of points you can earn through this method is 40 non-paid IDT points per anniversary year.

Affiliation Credit: Additionally, you can earn six (6) non-paid IDT points for each referral resulting in a Prior Service (PS) IRR Marine affiliating with a SMCR unit or serving in an IMA billet for more than 90 days. The referred Marine must not currently hold a SelRes billet.

Verification and Processing: Referrals will be verified, authorized, and documented by your Recruiting Station (RS), with appropriate letters forwarded to the referee’s chain of command. Non-paid IDT points will be processed no earlier than 91 days after the referral joins and remains with their reserve unit, credited on the 91st day following the 90-day post-join requirement.

Maximize Your Annual Credits: You can earn up to 36 non-paid IDT points per anniversary year through this affiliation credit program.

Referral Award

 

Ready Reserve Marines have a new opportunity to earn recognition through the Reserve Referral Award program, highlighting their active support for recruitment efforts within the Marine Corps. Commanders are encouraged to acknowledge Marines who excel in referring candidates with Letters of Appreciation, Meritorious Mast, Certificate of Commendation, or Personal Military Decorations, based on the significance of their contributions.

These awards complement other credits detailed in this MARADMIN, providing additional recognition beyond promotion points and non-paid Inactive Duty Training (IDT) points. For Personal Military Decorations, the Marine’s current assigned command serves as the awarding authority, ensuring that deserving Marines receive appropriate recognition for their dedication and success in recruiting efforts.

SUBMISSION PROCESS

 

Submitting referrals to the Marine Corps just got easier with streamlined processes designed to recognize and reward Marines for their recruitment efforts.

Non-Prior Service (NPS) Referrals:
Marines can submit NPS referrals conveniently through the Marines.com website. Simply direct the person you're referring to enter all required information at Marines.com/MCR. This information is then routed to your nearest Recruiting Station (RS), where it’s coded to notify recruiters that it’s a reserve referral. Ensure your referral includes your contact information, last 4 digits of your Social Security Number (SSN), and Reporting Unit Code (RUC) and unit details. If online submission isn’t feasible, Marines are encouraged to call their local RS with the referee’s full name, phone number, and your contact information, SSN, and unit details.

Prior Service (PS) Referrals:
For PS referrals transferring from the Individual Ready Reserve (IRR) to Selected Marine Corps Reserve (SMCR) or Individual Mobilization Augmentee (IMA) status, Marines will work through their local Prior Service Recruiter (PSR). Provide at least the full name and phone number of the person being referred.

Screening and Recording:
All NPS and PS referrals are screened by recruiters, with the referrer’s Electronic Data Interchange Personal Identifier (EDIPI) and unit information recorded in the Marine Corps Recruiting Information Support System (MCRISS).

These streamlined processes ensure that Marines can easily contribute to recruitment efforts and receive proper credit for their referrals, enhancing the overall effectiveness of Marine Corps recruitment initiatives.

CREDIT REPORTING

 

Tracking your referral credits in the Marine Corps is now more transparent and structured, ensuring Marines receive due recognition for their recruitment efforts.

Non-Prior Service (NPS):
For each NPS referral contracted through the Marine Corps Recruiting Information Support System (MCRISS), your Recruiting Station (RS) will draft a referral letter. This letter is crucial, as it notifies your command about the successful referral and provides a copy to you, the referring Marine.

Prior Service (PS):
Once a PS referral joins a reserve unit, the Prior Service Recruiting Station (PS RS) includes a referral letter in their join package and sends a copy to you. However, credits for the referral are only processed starting from the 91st day after the referred Marine joins and remains with their reserve unit.

Centralized Reporting:
Marine Corps Recruiting Command (MCRC) collates referral data by Electronic Data Interchange Personal Identifier (EDIPI), forwarding it to the Reserve Affairs Division. This ensures accurate reporting and tracking of referral success rates by unit.

These streamlined processes and centralized reporting mechanisms underscore the Marine Corps' commitment to acknowledging and rewarding Marines for their pivotal role in recruitment efforts.
