TELECOMMUTE APPROVAL

Who has approval authority for ATP/RMP telecommuting for the Unit Commander?

There have been a few issues/questions concerning the ATP/RMP Telecommute
approval authority for the actual unit Commander.

Below is the official guidance/response from CMC (RAP).
In the event the unit commander is requesting to perform Telecommute
ATP/RMPs, the request must be signed off by the next higher commander in the
Marines Chain of Command.

Company Commander requires Battalion Commander Approval.  Battalion Commander
requires Regimental Commander Approval.  Squadron Commander requires Group
Commander Approval.  CAG, ANGLICO & ISB Commanders require Vice Chief of Staff
Approval.


MUSTER FOLDERS FOR DMM

Is there still a requirement to maintain printed drill/muster folders once a unit is using Drill Manager?

There is no requirement to maintain drill folders for drills processed using Drill Manager. However, the Muster Manager is required to retrieve, work, and maintain the Drills Certified not Exported report (PDF format) in command files for current plus two years.  Additionally, the Muster Official is required to retrieve, work, and maintain the following reports (PDF format) in command files for current plus two years:

(a) Drills Created but Never Mustered. This report identifies drills awaiting action (i.e., cancel the drill or make appropriate annotations to the muster sheet), and is required to be retrieved and worked weekly.

(b) Scheduled Drills. This report identifies trends such as utilization rates (drills scheduled vs. drills available) for the FY and is required to be retrieved and worked monthly.

(c) Drill Unit Summary. This report identifies which Marines are utilizing the different types of available drills, and is required to be retrieved and worked monthly.

DELETE DRILL ANNOUNCEMENT

Drill Manager Announcement: Delete Drill Attendee Feature

Drill Manager Users,

Marine Corps Systems Command is pleased to announce the release of a new feature in Drill Manager called 'Delete Drill Attendee'.  The Delete Drill Attendee feature gives applicable users the ability to take corrective action on Muster Sheets.

This new feature was released Thursday, February 10, 2011 during the normal Drill Manager maintenance window beginning at 1700 EST.  It will be available following the maintenance window on Thursday evening.

To ensure Muster Managers, Approvers and Trusted Agents understand how to effectively utilize this new feature, instructions are attached and online training sessions are being offered (schedule below).

Please note, if users have attended a training session that meets the MARADMIN 563/10 training requirement, it is strongly recommended that they attend one of the dedicated Delete Drill Attendee sessions listed below.  If users have not attended a "training requirement" session, this new feature will be covered in all future training sessions.

There is an issue within DMM caused as a result of the web service not action dating the delete erroneous.  Until the DMM developers are able to get this fixed with the TSO Web Services the following is REQUIRED: 

Units that are amending a status that submitted a transaction to MCTFS (X to UA, X to EA, X to NS - require a deletion of the drill from MCTFS and EA to X, UA to X - require a deletion of the EA or UA as applicable) units will need to run the delete erroneous via UD MIPS and follow up with the corrected drills.   

Getting this fixed between DMM and Web Services is a priority after the QR2-2011. 

Amendments performed in DM to correct anything on a muster sheet need the following action: 

1.       Submit the amendment for certification.

2.       Certify the amendment.

3.       DO NOT export the amendment.  (until we get the change fixed the entries will just fail and they will need to annotate their DFR).

4.       Call the service desk to

 a.       have any EIOs and EINs changed  that are impacted by the change of status (EA to UA or UA to EA)

 b.      have any reports updated that are impacted by the change of status (EA to UA or UA to EA)

5.       Any change that would normally require a delete erroneous must be run by the unit via UD/MIPs

 a.       X to UA, X to EA, X to NS - require a deletion of the drill from MCTFS

 b.      EA to X, UA to X - require a deletion of the EA or UA as applicable

6.       Any change that would normally require a corrected entry must be run by the unit via UD/MIPs

 a.       X to UA, X to EA - run the UA or EA action dated after the delete entry

 b.      EA to X, UA to X - run the drill action dated after the delete entry
