MFR Fraud Waste and Abuse Hotline/Complaints

( MARFORRES manages the IG Hotline for 4th MAW )

The 4th MAW Command Inspector General (CIG) is the eyes, ears, and conscience of the Commanding General and is dedicated to promote effectiveness, efficiency, discipline, morale, economy, ethics integrity and combat readiness.  This shall be accomplished through impartial and independent inspections, assessments, inquiries, investigations, teaching, and training at each level of warfighting. The 4th MAW CIG handles Inspections and Investigations.  

INVESTIGATIONS 

  • Cognizance of the Request Mast Program.  Interviewing personnel requesting mast with the CG, 4th MAW, coordinating staff input and arranging Marine's audience with the CG, 4th MAW.   

  • Cognizance of Department of Defense inquiries concerning allegations of improprieties within 4th MAW.   

  • Operating 4th MAW’s Assistance Matters, Fraud, Waste, Abuse and Mismanagement and Hotline Complaints (Force Order 7510.3A).   

  • Conducting special inspections, surveys, and investigations as directed by the CG.   

INSPECTIONS 

  • Support the MARFORRES Inspection Coordination Center (ICC) to standardize inspection synchronization and coordination across the MAW.   

  • Synchronizes the scheduling of HQMC inspections on MAW Units.   

  • Conducts all 4th MAW Commanding General Inspections.   

  • Reviews external reports of inspections, disseminates inspection results, and ensures they are analyzed for possible trends and problem areas.

WHAT IS REQUEST MAST?

Request Mast includes both the right of the member to directly communicate grievances to their Commanding Officer and the requirement that the Commanding Officer consider the matter and personally respond to the member requesting mast.

Request Mast provides a member the opportunity to communicate not only with his or her immediate Commanding Officer, but also with any superior Commanding Officer in the chain of command up to and including the member's immediate Commanding General.  Request Mast also provides Commanding Officers with firsthand knowledge of the morale and general welfare of the command. 
 
Who can request mast?   
All Marine Corps members should first make every effort to address offending behavior directly with the party responsible, verbally or in writing.  You can also discuss the matter with your immediate supervisor and request assistance.  If you are unable to resolve the issue informally, you have the right to Request Mast.

Can a Commanding Officer deny a Request Mast application? 
A Commanding Officer may deny a Request Mast application if there is another specific avenue of redress available to the member.  The Commanding Officer should explain to the member why he/she denied the Request Mast application and, if appropriate, explain the procedure the member should follow to resolve the issue.  

Who do I Request Mast to?
Aside from your immediate Commanding Officer, you can also Request Mast to the first General Officer in your chain of command. You cannot submit a Request Mast directly to the Commander of Marine Forces Reserve, without allowing your Commanding General to resolve the matter first.  The only exception to this policy are Marines assigned to Headquarters Battalion, Marine Forces Reserve, New Orleans, LA.

How do I submit a Request Mast application? 
Complete the Request Mast Application form (NAVMC 11296(Rev.05-19)) and submit it through the chain of command to the Commanding Officer.  For assistance, contact your legal office or the appropriate Command Inspector General.

Commanding General’s Inspection (CGI)

4th MAW units undergo a CGI on a tri-annual (every three years) basis.  Units are inspected on all Critical or Required Evaluation (CoRE) functional areas as well as select Non-CoRE functional areas deemed necessary for mission accomplishment by the Commanding General. 

The 4th MAW CGI Team utilizes only Inspector General of the Marine Corps Checklist.  Units are encouraged to check the IGMC webpage for checklist updates frequently.  The current list of the CoRE Functional Areas, All Functional Area Checklists, and Grading Criteria can be found on the IGMC webpage:  https://www.hqmc.marines.mil/igmc/Units/Inspections-Division/
