Captain Kelly was raised in Warwick, New York. In June 2014, he graduated from Warwick Valley High School and attended State University New York Binghamton before transferring to a smaller public school in Maryland, graduating with a Bachelor of Science in History with a minor in Russian in 2019. He later commissioned in December of that same year as a Second Lieutenant in the Marine Corps.
After completing The Basic School in 2020, Lieutenant Kelly executed orders to Marine Corps Base Hawaii before attending Military Police Officer Basic Course in Fort Leonard Wood, Missouri. Lieutenant Kelly served as a Watch Commander and the Specialty Enforcement Sections Officer-in-Charge during his time at the Provost Marshal Office. In that time Lieutenant Kelly supported a Feasibility of Support request originating out of Camp Mujuk, Republic of Korea for six months, serving as the installation's Security Forces Officer-in-Charge and Anti-Terrorism Officer. Upon his return to Hawaii Lieutenant Kelly took on the role of the Waterfront
Operations Officer-in-Charge for the remaining three months of his first tour before departing Marine Corps Base Hawaii in August of 2023.
At the end of August 2023, Lieutenant Kelly reported to Marine Forces, Japan aboard Yokota Air Base where he served as the Force Protection Officer, Provost Marshal, and the Deputy AC/S G-3. At the request of the MARFORJ Deputy Commander, Lieutenant Kelly integrated himself with United States Forces, Japan's Provost Marshal Office and served as their Operations Officer alongside his responsibilities to MARFORJ. In February of 2024, Lieutenant Kelly was promoted to Captain. Captain Kelly completed Expeditionary Warfare School in January of 2025 through the College of Distance Education and Training, received orders for Anchorage, Alaska, and departed Yokota Air Base in May that same year.
At the beginning of May 2025, Captain Kelly executed orders for Detachment Delta, 4th Law Enforcement Battalion out of Anchorage Alaska where he currently serves as the Inspector-Instructor.
