Douglas Toulotte is a native of Bowie, Maryland and graduated from the University of Maryland, University College in May 2008 with a B.S. in Business Administration. He was subsequently commissioned a Second Lieutenant in the Marine Corps Reserve in August 2008 after completing Officer Candidates Course at Marine Corps Base Quantico.
Second Lieutenant Toulotte reported to The Basic School (TBS) in September 2008 and was assigned to Company G for Basic Officer Course (BOC) 7-08. Following graduation from TBS in April 2009, Second Lieutenant Toulotte was assigned to Infantry Officer Course 3-09 and was designated an Infantry Officer (0302) upon successful graduation in June 2009.
Second Lieutenant Toulotte was then transferred to Fort Detrick, Maryland where he was assigned as a Platoon Commander to Company B, 4th Light Armored Reconnaissance (LAR) Battalion. Immediately upon reporting for duty, Company B activated and began work up for a deployment in support of Operation ENDURING FREEDOM. During the work up, Second Lieutenant Toulotte reported to LAR Training Company, School of Infantry-West, Marine Corps Base Camp Pendleton where he successfully earned the military occupational specialty (MOS) 0303, LAR Officer in September 2009.
From October 2009 to May 2010 Second Lieutenant Toulotte deployed with Company B to southern Helmand Province, Afghanistan. Second Lieutenant Toulotte then returned home to Company B, 4th LAR Bn and was promoted to First Lieutenant in August 2010. Briefly serving as Company Executive Officer, he was selected to serve as Program Manager for the Reserve Officer Commissioning Program (ROCP) and reported to Reserve Affairs (RA), Marine Corps Base Quantico in June 2011.
During this tour First Lieutenant Toulotte assessed into the Active Reserve (AR) program in February 2012, was promoted to Captain in September 2012, and successfully completed the Marine Corps Expeditionary Warfare School Distance Education Program.
Captain Toulotte was transferred to Marine Combat Training (MCT) Battalion, School of Infantry-East, Marine Corps Base Camp Lejeune in July 2014. During this tour he served as Executive Officer, Company I, Company Commander, Company H, and MCT Battalion Operations Officer.
Captain Toulotte was transferred to Headquarters Company, 25th Marine Regiment, Fort Devens, Massachusetts in April 2017 where he served as the Inspector-Instructor (I-I). Captain Toulotte was promoted to Major in November 2018. During this tour he earned the MOS 8012, Ground Safety Officer.
Following selection to resident professional military education (PME), Major Toulotte transferred to the College of Naval Command and Staff (CNCS), United States Naval War College (USNWC), Newport, Rhode Island in July 2019. Upon graduation, Major Toulotte earned a M.A. with distinction in Defense and Strategic Studies.
Major Toulotte was transferred to The Basic School, Marine Corps Base Quantico in July 2020. During this tour he served as the Marine Air Ground Task Force (MAGTF) Section Head and Commander, BOC 3-21. Upon completion of this tour Major Toulotte earned the MOS 0952, Formal School Officer Instructor.
In July 2022 Major Toulotte transferred to the School of Advanced Warfighting (SAW), Marine Corps University (MCU), Marine Corps Base Quantico. Major Toulotte was the first Reserve officer formally selected for Advanced-Intermediate Level School (A-ILS) and attendance at SAW. Upon graduation in June 2023, Major Toulotte earned a M.A. in Operational Studies, the MOS 0505 Operational Planner, and the MOS 0506 Red Team Member.
In July 2023, Major Toulotte assumed the duty of Operational Planner, Marine Forces Reserve G-3/5, New Orleans, Louisiana. Having no G-5 within the command, Major Toulotte simultaneously served as the command's Plans Officer. In May 2024 he was promoted to Lieutenant Colonel, and in April 2025 he successfully earned the MOS 0507, Strategic Planner.
In May 2025 Lieutenant Colonel Toulotte detached from the command to assume duties as Inspector-Instructor, 3d Civil Affairs Group, Naval Station Great Lakes.
Lieutenant Colonel Toulotte's personal decorations include the Meritorious Service Medal (2nd award), Navy and Marine Corps Commendation Medal (3rd award), and the Navy and Marine Corps Achievement Medal. In addition to the schools listed in his biography above, his military education includes the Special Technical Operations (STO) Planner's Course, Marine Corps Security Management Course, Defense OPSEC Management Course, and Level II Antiterrorism Officer Course.
