CAPT Justin S. Campbell

CAPT Campbell holds BA in psychology (Univ. of Alabama, 1997), M.A. in psychology/neuropsychology emphasis (Univ. for Northern Colorado, 1999), Ph.D. in educational psychology (Univ. of Northern Colorado, 2003), post-doctoral fellowship in mental health policy and law (Univ. of South Florida), an executive Master of Business Administration and graduate certificate in health care modeling and simulation (2014, 2022, U.S. Naval Postgraduate School), and a Graduate Certificate in Global Health and Global Health Engagement (2024) from the Uniformed Services Univ. of Health Sciences.  

CAPT Campbell joined the Navy in 2004, completed Officer Indoctrination School, reported to NAS Pensacola and completed aeromedical and flight training in 2005, earning his MSC wings and designation as Aerospace Experimental Psychologist #128. He was assigned to the Naval Aerospace Medical Research Lab, NAS Pensacola in 2005 and deployed to Iraq in 2007.

In 2008 he reported to the Bureau of Medicine and Surgery and made his first deployment to Afghanistan. He then deployed as the Assistant Officer-In-Charge of Mobile Care Team 1 from December 2009 to June 2010; and in 2011 led an operational stress surveillance mission to GTMO. In 2011, CAPT Campbell reported to the Space and Naval Warfare Systems Center Pacific (SSCP) and later that year deployed to Afghanistan as part of the Chairman of the Joint Chiefs of Staff’s Gray Team. Upon return to SSCP, he joined the DARPA program management team and led a project supporting Marine Corps Embassy Security Guard program. In 2014 he reported to Naval Medical Center San Diego, directing operations for the OASIS posttraumatic stress disorder treatment program. In 2016, CAPT Campbell served as the lead medical planner for a five-month sea duty deployment aboard the USNS Mercy executing PACIFIC PARTNERSHIP 2016.

In 2017, he executed orders to 1st Marine Aircraft Wing in Okinawa, Japan as Deputy Wing Surgeon/Medical Planner. He was Joint Surgeon for the USINDOPACOM Combined/Joint Exercise BALIKATAN 2018 and the following year served as MARFOR Surgeon for Exercise COBRA GOLD 2019. In 2019, CAPT Campbell was assigned the Officer-In-Charge of the Health Services Support Element of the 1st Marine Logistics Group and led the Operational Planning Team for the IMEF response to COVID. CAPT Campbell joined Field Medical Training Battalion West in May 2020, serving as executive officer through July 2022. In July 2022 CAPT Campbell reported to Commander Naval Surfaces Forces Pacific serving as the Deputy Surgeon and Force Medical Planner. In November of 2023 CAPT Campbell reported to Commander, U.S. Pacific Fleet serving as the Deputy Fleet Surgeon.
