Lt. General Richard P. Mills celebrates Lundi Gras 2015

Rex, the King of Carnival, greets the New Orleans community and invites everyone to celebrate during the Zulu Lundi Gras Festival in downtown New Orleans, Feb. 16, 2015. Lt. Gen. Richard P.
