Leave in conjunction with liberty clarification

The intent is to combine leave and Special Liberty before or after the Special Liberty period.

Marines can take their leave before Christmas and combine it with Special Liberty or take leave after Christmas (96) and combine it with the New year
Holiday. But cannot take both before and after Christmas leave to avoid charging holidays as leave.

For purposes of clarification, since those Special Liberty periods are so close, the accepted combinations are before Christmas or after Christmas
with the third alternate being after New Years. Marines attempting to state that they are taking leave in combination with Special Liberty before
Christmas and again before New Years, vice after Christmas, is purely a manipulation of the policy.

Example:  Holiday Routine for Christmas and New Years:  1201, 24 Dec - 1201, 29 Dec 08 and 1201, 31 Dec - 1200, 5 Jan09.

A Marine tries to sign out on leave at 1201, 29 Dec and signs in at 1200 on 31 Dec. Marine Will be charged 1 day of leave while absent from the unit for 11 days.
Additionally, the member requests leave on the front end:   sign out 1201, 22 Dec and sign in at 1200, 24 Dec. Marine will be absent for 15 days and charged 3 days leave.

In regards to the example the Marine would have to travel out of the local area to use the 1200/1201 policy so they could not take leave in combination
with Liberty since it has to be taken in the local area vice traveling outside the local area during daylight hours unless the member was physically returning
to the area before going from either leave to liberty or liberty to leave.

Bottom line:
 
- The only marines authorized to use leave in conjunction with a 96 are marines staying within the local area.

- Only marines driving out of the area are authorized to check out on leave at 1201 and check back in at 1200.

- There is no way to use both.

Marines can either inject leave before or after as stated above or take all days above and beyond Special Liberty as leave.

LEAVE AND LIBERTY CHANGE

ANNUAL LEAVE AND PDMRA CHECK-OUT CLARIFICATION

PDMRA is a form of PTAD which should be treated like Annual Leave regarding the check-in/check-out guidance for leave. Marines should still check-out on leave at 1630 and report by 0800 if there is no traveling via POV outside of the local area. You are instructed to change the default MOL time settings to reflect the correct time. If your Marine is traveling outside of the local area via POV then check-out time is 1200 and check-in by 1201 per the Leave and Liberty guidance.

PDMRA WITH LWAS

How do I process PDMRA in conjunction with LWAS?

Processing PDMRA in conjunction with LWAS requires close attention to be paid to the start/end times and dates. In order to ensure that the last day of PDMRA is actually charged as a day of PDMRA, the member must be signed in AFTER 1201. In order to ensure that the LWAS is started correctly, the LWAS should begin 1 minute following the return from PDMRA.

EXAMPLE:
Member has 23 days of PDMRA that he will be taking in conjunction with 30 days LWAS. The intent is for the Marine to depart in the afternoon of 1May09 with the first day of PDMRA being charged for 2May09. The last chargeable date for PDMRA is 24May09. Marine's first chargeable day of LWAS should be 25May09 with his RELACDU being executed at 2359 on 23Jun09. In order to ensure that there is no break between chargeable periods, the Unit Diary should be submitted as follows:

LEAVE CIV EMPLOYEE PDMRA

PDMRA for Reserve Component Marines who are Federal, State, or Local Government Civilian Employees

MFR G1 is sending this guidance out as a reminder about Reserve Component Marines who are federal, state, or local government civilian employees and will accrue PDMRA as a result of a mobilization. MCO 1050.3J Chapter 6 par 3.b.(9) states "Reserve Component Marines who are federal, state, or local government civilian employees may be precluded by law from being paid by two entities for simultaneously serving on active duty and in their civilian government jobs; thus, they may be prohibited from returning to their civilian job while on PDMRA. For this purpose, Marines may elect to earn Assignment Incentive Pay (AIP) in lieu of being awarded administrative absence days. MARINES MUST MAKE THIS ELECTION PRIOR TO ACCUMULATING PDMRA; there is no option to cash in administrative absence days already earned. The AIP is valued at a rate of $200 for each day of PDMRA that otherwise would have been authorized, not to exceed the $3,000 monthly maximum payable to an individual member as established by reference (q) [37 U.S.C. 501] section 307a."
